Job Description:
Data Analyst Quality Assurance Lead: Summary: The Data
Analyst/Quality Assurance Lead performs data collection and
analysis for Annex 2 systems, functions, and work centers to be
used in developing briefings and reports presented by the Data
Management/QA Supervisor. The DA/QA Lead assists the Business
Operations Manager and/or the DM/QA Supervisor in all aspects of
the Annex 2 Quality Program Plan (QPP) and data analysis which may
include the development and presentation of that data to Senior
Management. Essential Duties & Responsibilities : Creates and
distributes Quality Metrics (i.e. report cards) to be used in
tracking Annex 2 trends for major departments. This will include
using statistical or graphing applications for the development and
tracking of quality data and presentation to senior management for
their review. Acts as the Critical Spares Program Administrator,
coordinating and compiling departmental inputs on behalf of the
Critical Spares Program. Provides oversight to the QA staff
assigned to the Business Operations department as directed by the
DM/QA Supervisor. This may include tasks such as providing initial
and recurring training to QA and/or annex personnel, providing
information to the DM/QA Supervisor gained through working with the
QA staff to assist in assessing personnel performance, and
performing administrative tasks required in support of the
oversight and management of the QA Department. Provides oversight
of the Technical Order Distribution Office (TODO) duties performed
by the QA department for Technical Orders (TOs), Time Compliance
Technical Orders (TCTOs), and Computer Program Identification
Numbers (CPINs) as required by AF guidance. Provide oversight of
the ETool Program in conjunction with the IT department and the QA
Lead TODO. Act as backup to the Lead TODO as necessary. Continually
review the processes governing all aspects of the J-Tech II Annex 2
Quality Management System providing recommendations to management
on opportunities to improve the current business model. Reviews the
applicable sections of the J-Tech II contract, contract
modifications, and external related documents to ensure new
requirements are identified and included in the Quality Management
System along with recommending, developing, and revising Annex 2
departmental processes (i.e., audit/inspection checklists, forms,
documents, etc.) Performs inspections of equipment, systems, and
services required of the QA Department. Performs audits required of
the J-Tech contract and perform JT4 Corporate Management audits as
assigned. Maintains audit/inspection documentation and records IAW
with JT4/Annex 2 practices. Performs pre and post inspection
analysis of systems, equipment, functional or procedural findings
for the purpose of identifying root causes. Performs a detailed
review of QA reports and documents to ensure they meet JT4, Annex
2, and departmental standards. Assists in the development and
revision of the annual and monthly Annex 2 Quality Management
System audit/inspection schedules. Provides QA monthly status
reports to the DM/QA Supervisor. Schedules and participates in the
monthly Quality Assurance Working Group (QAWG). Develops and
creates the "Read Ahead" report that summarizes all government
surveillance findings, coordinating with supervisors and management
at all levels to ensure appropriate responses to government
concerns. Uses established policies and procedures and subject
matter knowledge to complete assignments of moderate complexity
that vary in nature and sequence. Prepares and maintains recurring
internal reports, such as monthly reports, office equipment
listings, correspondence controls, and assists in developing
internal training plans. Strong aptitude for customer service in
working with others as much of the data collected directly involves
working with technicians, engineers, management, and government
customers. Participates and contributes to employee evaluations,
recommending goals, expectations, and completion criteria.
Participates in interviews and makes hiring recommendations on
prospective employees when vacancies occur. Develops in conjunction
with the DM/QA Supervisor required reports (i.e., QA Monthly
Management Report, Government Performance Requirement Summary for
QA, Corporate Audit reports, etc.). Prepares and maintain the QA
Stakeholder Project/Task Assignment listing and assign QA personnel
to projects in the project database. Reviews and processes
inspection reports, ensures routing to pertinent personnel, follows
up on findings as necessary, and making recommendations for
prevention of recurrence. Performs administrative functions within
the inspection database to add/remove new systems, sites, and
personnel. Conducts bi-weekly meetings with QA personnel keeping
them aware of Corporate and Annex requirements, decisions, and
upcoming changes or events. Monitors QA training requirements
ensuring timely completion. Make recommendations for additional
training if needed. Participates in JT4 Corporate/Enterprise QA
Working Groups. Conducts internal audits and technical inspections
at National Space Training and Testing Complex (NSTTC) at Schriever
AFB, Colorado in support of their QA program as required. Meets
with the Configuration Management department to review the status
of engineering change requests and change notices. Attends the
monthly Configuration Control Board meeting to provide the QA
status on task closure proposals and new task approvals.
Coordinates and conducts the annual review of QA checklists, work
instructions, procedures, and plans. Maintains a strong working
relationship with internal and external customers. Maintains open
lines of communication with all levels of the Annex 2 and NTTR
organizational structure. Other Related Duties: Supports the DM/QA
Office in all areas during personnel absences. Performs a variety
of other related tasks as needed or as requested by the DM/QA
Supervisor and/or Business Operations Manager. Works closely with
our customer counterparts to maintain open communication, conduct
joint inspections, share sources of information and photos.
Qualifications: B achelor's Degree in a Quality Assurance,
Technical discipline, Business Administration, Management or
related discipline. At least four years of related experience . In
lieu of a bachelor's degree, a combination of formal education and
technical experience is acceptable. Experience with quality
methodology, analytical concepts and applications are preferred.
American Society of Quality (ASQ) Auditor Certification preferred;
must be obtained within the 6-month probationary period if selected
candidate does not possess certification. Core Competencies:
Excellent interpersonal skills and proven ability to communicate
effectively in both oral and written form. Highly skilled in the
use of a PC and PC-based business applications software such as
Microsoft Office, specifically Word, PowerPoint and Excel.
Experience with Power Bi, Cority and Adobe Acrobat software a plus.
Strong planning, organization, data analysis, data management and
problem-solving skills are required for this position. Knowledge,
Skills, and abilities required for this position: Demonstrated
skill, knowledge, and technical competence in the reading and
interpretation of schematics, plans, manufacturer's manuals,
Government procedural documents, management reports, and other
similar documents. Demonstrated ability to research and prepare
comprehensive reports and/or analytical studies. Ability to
coordinate and prioritize a variety of activities and projects.
Ability to understand and carry out a variety of complex and
technical/administrative instructions. Ability to communicate
tactfully and effectively both orally and in written form to
managers, technicians and similar individuals. Must be able to act
independently, with limited supervision, in carrying out job
requirements. Must be able to obtain and maintain a Nevada Driver's
license and a Top-Secret security clearance. Work Environment,
Physical and Mental Demands: Typical field environment with various
workplace hazards, such as high voltage, and helicopter travel.
Ability to travel as required to satisfy J-Tech contract, training,
and employee development requirements. Must be able to drive/travel
to remote locations over rough terrain. Must be able to lift up to
40 lbs. Prolonged sitting while using the computer and telephone,
constant use of sight abilities while reviewing documents, constant
use of speech/hearing abilities for communication, constant mental
alertness. Ability to use a computer to input and retrieve
